Each instrument is independently inspectable. None of them is the sole arbiter of a decision, and none of them audits itself.

Recorded Intent

Why a rule or a decision exists is treated as data, not folklore. The reason is quoted and cited at the point it's made — or the record says plainly that it isn't known. Nothing is reconstructed after the fact to sound plausible.

INSTRUMENT 02 / CITED RULES

Cited Rules

Every rule a system enforces is stored as structured, versioned data with a named, dated source — not embedded in a model's weights or a developer's memory. Change the source and the citation changes with it.

INSTRUMENT 03 / DETERMINISTIC DECISIONS

Deterministic Decisions

Given the same inputs and the same rule version, a decision resolves the same way every time. No sampling, no temperature, no silent drift between two runs of the same case.

INSTRUMENT 04 / MACHINE-VERIFIED CLAIMS

Machine-Verified Claims

A claim a system makes about its own output — a citation, a calculation, a classification — is checked against its source before it ships. A claim that can't be checked is flagged as unverifiable, never quietly passed.

INSTRUMENT 05 / CRYPTOGRAPHIC ATTESTATION

Cryptographic Attestation

Each decision is signed at the moment it's made. The signature binds the decision to the exact rule version and inputs that produced it, so the record can be checked independently of the system that made it.

INSTRUMENT 06 / TAMPER-EVIDENT OUTCOMES

Tamper-Evident Outcomes

Outcome logs are chained, not just stored. Alter an entry after the fact and every entry after it fails verification. There is no quiet edit — only a visible break.
